Seibu Kaihatsu, Inc.
Seibu Kaihatsu is a Japanese arcade game manufacturer and developer, well known for creating the Raiden series of shooting games. Seibu Kaihatsu closed their arcade business around 1999, and the company continues to exist as a rights holding company to this day. A significant portion of the development staff joined MOSS, who have developed the Raiden series from Raiden III onward.
Seibu Kaihatsu was founded as Seibu Denshi, Inc. in 1982, and released two games before changing to Seibu Kaihatsu.
